Migration estimates look precise on slides and collapse in practice when content has no owner. A portal may display policy PDFs, partner rate cards, and member notices assembled from three departments that never agreed who may delete or rewrite them.
Ownership before volume counts
Count pages later. First ask: who may approve retirement of this content type? Who confirms legal retention rules? Who answers member complaints if a document disappears for a week during cutover? Without answers, any migration estimate is theatre.
A short ownership register
For each major content type, record:
- Business owner
- Publishing system of record
- Retention or regulatory note
- Migration disposition: move, link, archive, or rewrite

Signal that you are not ready
If two directors disagree for more than a fortnight on who owns a content type, pause migration estimation. Resolve the ownership dispute as a programme decision, then return to technical sequencing. Architecture counsel cannot substitute for unresolved governance.
